In order to lay uniform foundation for the viewpoint of creating a legal basis for the operations of competent agencies, organizations and individuals after the two-level government arrangement to be smooth and continuous, as well as to cut down intermediate steps and procedures, creating favorable conditions for individuals and organizations to exercise their rights, obligations and administrative procedures, on June 12, 2025, the Government issued Decree No. 146/2025/ND-CP regulating the decentralization and hierarchy of power in the fields of industry and trade as prescribed in legal documents, resolutions, ordinances, decrees and decisions of the National Assembly, the National Assembly Standing Committee, the Government and the Prime Minister.
In particular, the Government has transferred some of its powers and tasks to the Ministry of Industry and Trade and the Provincial People’s Committees, especially in 22 hierarchic areas, up to 17 areas previously under the authority of the Ministry of Industry and Trade will now (from July 1, 2025) be transferred to the Provincial People’s Committees for implementation.
